Gambling (also referred to as wagering) is the betting of money or something of value (referred to as "the stakes") on an event with an uncertain outcome, with the primary intention of winning money or tangible goods. There must therefore be three elements for gambling: consideration (a staked amount), risk (chance) and a price. The outcome of the bet is often immediate, like a single roll of the dice, spinning a roulette wheel, or a horse crossing the finish line. However, longer periods of time are also common that allow betting on the outcome of a future sports competition or even an entire sports season.

The term "play" in this context typically refers to cases in which the activity has been expressly permitted by law. The two words are not mutually exclusive. i.e. a "gambling" company offers (legal) "gambling" activity to the public and may be regulated by one of many gaming control boards, such as the Nevada Gaming Control Board. However, this distinction is not generally observed in English-speaking countries. For example, in the UK, the regulator of gambling activities is known as the Gambling Commission (not the Gambling Commission).

The word gaming has been used more widely since the advent of computer and video games to describe activities that do not necessarily involve betting, particularly online gaming, with the new usage still not supplanting the old usage as the primary definition in general dictionaries. "Gaming" was also used to circumvent "gambling" laws. The media and others have used one term or another to have conversations about the issues, which has resulted in a shift in perception among their audience.
